Article 266 Dutch Criminal Code

Paragraph 1

Any intentional insult that is not of the nature of defamation or written defamation, inflicted either in public orally or in writing or by image, or on a person in his presence orally or by physical acts, or by means of a writing or image sent or offered to him, is punishable, as simple insult (eenvoudige belediging), by a term of imprisonment not exceeding three months or a fine of the second category.

Paragraph 2

Conduct intended to express an opinion on the promotion of public interests, and not aimed at causing offence in another respect or more seriously than follows from that intention, is not punishable as simple insult.
